SPIDR version 3.0 beta release

2004.07.01 SPIDR version 3.0 beta release
Beta release of the new version 3.0 of SPIDR. Changes include user interface using Struts, web services for data access, FGDC metadata, links to the FTP/HTTP directories with data files used to build SPIDR databases, new synchronization and mirroring mechanisms.
